A filter is to protect the blower from dust and dirt which could damage the motor. When a filter becomes clogged, it will make the furnace motor work harder and could result in an increase in your utility bill and decreased efficiency. You also need to make sure the pilot light is burning. A technician will then check the blower and vacuum out dust and debris in and around the unit, as well as lubrication of the blower motor.
